The levels allow a wide range of NEBS requirements to be applied to equipment based on application and network impact.
一級(jí)
NEBS第1級(jí)是指設(shè)備通過了確保網(wǎng)絡(luò)設(shè)備中安全部署的一系列最小測(cè)試。"NEBS Level 1" means that people and equipment hazards and network degradation are minimized. NEBS Level 1 addresses the personnel and equipment safety requirements of GR-63-CORE and GR-1089-CORE. This is useful for getting prototypes into a lab trial. It's also a requirement that is imposed on Competitive Local Exchange Carriers (CLECs) in order for them to deploy equipment into an RBOC's network. This level doesn't address operability, this is addressed in Levels 2 and 3.

NEBS第2級(jí)提供網(wǎng)絡(luò)設(shè)備中設(shè)備可操作性的有限保證。"NEBS Level 2" addresses equipment operability, but in a controlled environment. For example, equipment could be used in a data center, however, if the equipment performs non-critical operations it could be used under environmental extremes. Note that this level is very rarely used because it is ambiguous.
三級(jí)
NEBS第3級(jí)（最苛刻的 “壓力”測(cè)試） 提供網(wǎng)絡(luò)設(shè)備中設(shè)備可操作性的保證。
"NEBS Level 3" means the equipment is in the network for the long haul. We're talking about Carrier Class with this stringent level. The equipment will operate under the environmental extremes found in a central office. In a nutshell, the equipment meets all of the requirements of GR-63-CORE and GR-1089-CORE.
4標(biāo)準(zhǔn)用途
NEBS標(biāo)準(zhǔn) – 一組基本的設(shè)備規(guī)范，設(shè)計(jì)用于：
** 確保設(shè)備與電話行業(yè)的電子環(huán)境的兼容性
** 簡(jiǎn)化設(shè)備規(guī)劃和安裝

5發(fā)展歷程
Bellcore（Bell Co mmunications Re search, Inc）成立于1984年，由AT&T中的中心服務(wù)組織剝離而成立。1997年，Bellcore被SAIC(Science Applications International Corporation )公司收購更名為Telcordia. NEBS標(biāo)準(zhǔn)1997年前由Bellcore擁有，1997年之后由Telcordia保有。
NEBS認(rèn)證可由開展測(cè)試認(rèn)證服務(wù)的檢測(cè)機(jī)構(gòu)提供，如MORLAB(摩爾電信實(shí)驗(yàn)室).

NEBS 的標(biāo)準(zhǔn)主要有GR-63和GR-1089。前者主要關(guān)于可靠性的要求，后者關(guān)于電氣安全及電磁兼容方面的要求。NEBS一般來說是適用于成套設(shè)備。對(duì)于成套設(shè)備里的元器件，一般會(huì)采用其他相應(yīng)的適用標(biāo)準(zhǔn)。
NEBS 的測(cè)試內(nèi)容非常復(fù)雜，該標(biāo)準(zhǔn)的測(cè)試技術(shù)目前還是掌握在北美一些頂尖的通訊設(shè)備測(cè)試機(jī)構(gòu)如MET，TELCORDIA等機(jī)構(gòu)。目前在中國還沒有可以完成所有測(cè)試項(xiàng)目的實(shí)驗(yàn)室。中國制造商目前只能有條件地完成部分測(cè)試項(xiàng)目。
