　　我國發(fā)布指導(dǎo)方案鼓勵新能源汽車銷售，促進該行業(yè)高質(zhì)量發(fā)展，形成強大的國內(nèi)市場。

　　【名詞解釋】

　　新能源汽車(new energy vehicles，NEVs)指采用新型動力系統(tǒng)，完全或主要依靠新型能源驅(qū)動的汽車，具有能耗低(low energy consumption)、污染物排放少(low pollutant emission)等特點，主要包括插電式混合動力汽車(plug-in hybrid electric vehicle，簡稱PHEV)、純電動汽車(blade electric vehicles ,簡稱BEV)和燃料電池汽車(fuel-cell electric vehicles)。

　　方案提出，嚴(yán)禁各地出臺新的汽車限購規(guī)定，堅決破除乘用車消費障礙。各地應(yīng)大力推動新能源汽車消費使用，不得對新能源汽車實行限行、限購(local governments are strictly prohibited from imposing any limit on the consumption and use of NEVs)，已實行的應(yīng)當(dāng)取消。

　　方案還提出鼓勵地方對無車家庭購置首輛家用新能源汽車給予支持(support for the purchase of first NEVs of car-free families)，鼓勵有條件的地方在停車費等方面給予新能源汽車優(yōu)惠等。

　　此外，方案也提出了大幅降低新能源汽車成本(lower the cost of NEVs production)、穩(wěn)步推動智能汽車創(chuàng)新發(fā)展(promote innovative development of smart vehicles)、持續(xù)提升汽車節(jié)能環(huán)保性能(increase energy efficiency)等方面的內(nèi)容。
